The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
  
The San Francisco Department of Public Health is accepting applications for a permanent civil service Controller (0933 Manager V).
  
  

Role description
  
  

The Controller (0933 Manager V) is responsible for oversight of financial operations across DPH representing approximately $3.5 Billion in annual spending. The position directly supervises DPH’s Central Accounting, Accept and Expend, and Analysis and Reconciliation Units. The Controller provides the vision and leadership for financial operations across the department; aligning technical financial operations requirements with the department’s mission to protect and promote the health of all San Franciscans.
  
The Controller (0933 Manager V) performs the following essential job functions:
  
Leadership, Program Planning and Administration: Collaborates with DPH and SFHN Executives and other stakeholders to ensure financial alignment with public health goals including development and maintenance of financial policies and accounting procedures for all DPH divisions. Leads and mentors the finance team, providing guidance on accounting principles, financial regulations, and professional development.
  
Financial Reporting and Compliance: Ensures accurate and timely preparation of financial statements, reports, and disclosures in compliance with relevant government regulations and accounting standards. Oversight of financial audits ensuring compliance with federal, state, and local laws, as well as funding requirements. Oversight of DPH’s Analysis and Reconciliation Unit with responsibility for the development of standardized financial reports for the department. Preparation and oversight of indirect cost plans or other overhead allocation plans.
  
Grant and Contract Management: Manages financial aspects of grants and contracts, including reporting, compliance with grant requirements, and monitoring fund usage to ensure alignment with public health objectives. Ensures proper allocation of funds from federal, state, and local sources, adhering to restricted funding guidelines
  
Internal Controls and Risk Management: Develops, establishes, and enforces financial internal control policies and procedures to safeguard agency assets, prevent fraud, and ensure the integrity of financial processes. Conducts regular risk assessments and financial reviews to mitigate potential financial risks and enhance operational efficiency
  
Financial Planning and Analysis: Provides financial analysis and strategic advice to senior leadership to guide decision-making on resource allocation, public health initiatives, and long-term financial planning. Prepares financial forecasts, projections, and scenario analyses to anticipate future funding needs and economic challenges. Leads and coordinates preparation of current year financial projections to summarize the department’s financial position
  
Public and Executive Representation: Represents DPH on policy and technical decision-making bodies effecting financial operations, including executive level representation with the San Francisco Controller’s Office; advises DPH and citywide leaders on policy strategies for financial operations. Oversight of DPH’s participation in the citywide accounting internship program.
  
The Controller may perform other duties as assigned/required.
  
  

How to qualify
  
  

Required Minimum Qualifications
  
  

Education : Possession of a Bachelor’s degree from an accredited college or university, AND
  
  

Experience : Six (6) years of professional experience in finance or budget in a governmental or health care organization, of which three (3) years must include supervising professionals.
  
Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
  
One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Selection Procedures :  

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
  
Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Knowledge of appropriate laws, regulations, resources, and local ordinances and resolutions pertaining to large public sector or healthcare finance; Ability to direct and oversee large-scale and complex accounting and financial analysis as related to assessing the department’s financial position, financial forecasts, and long-term planning; Ability to develop, implement, and enforce policies and procedures for financial controls and assess and mitigate financial risks; Ability to manage and lead effectively within a transparent matrixed environment, influence results, motivate individuals and teams, and resolve problems in a diplomatic professional manner.
  
The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.
  
Candidates must achieve a passing score to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.
  
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
  
  

Eligible List/Score Report:

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
