Job Description

Concourse is supporting the Great Los Angeles Healthcare System project that is helping the U.S. Department of Veteran Affairs (VA) build a community for 1,200 or more homeless Veterans.* We have built an exceptional team to provide direct support to VA Greater Los Angeles Healthcare System over 6+ years of our experience on contract with the Client. To fulfill the mission, Concourse seeks to build and enhance its most valuable resources by maximizing opportunities for its dedicated professionals. By providing direct supervision, training, and mentoring for its employees, Concourse pursues the effective development of knowledge, skills, and judgment required to fulfill its unique and important mission. The Sr. Project Engineer coordinates and monitors the execution of a variety of infrastructure construction projects, encompassing one or more disciplines such as architecture, civil, mechanical and/or electrical engineering. Responsibilities include leading or assisting in the development of procurement packages for Design Build (DB) and Design Bid Build (DBB) type of contracts, providing design and construction oversight, and working closely with external Architecture/Engineering (A/E) and Construction companies ensuring adherence to specifications, schedule, and budget. Other responsibilities include design review for projects while performing day-to-day program and project management tasks in support of current U.S. Department of Veterans Affairs development projects. · Acts as a key team member in senior-level project engineering to develop project scope and design review for new infrastructure projects or renovation of existing facilities. · Provide engineering subject matter expertise to support projects and provide support to others with electrical engineering project elements. · Develops or assists in the development of construction/renovation options related to buildings and other infrastructure projects. · Supports other junior to senior project engineers, project managers, and construction managers by improving processes and sharing expertise. · Provides advanced technical, engineering, and construction expertise during project development and execution. · Provides estimators relevant details to develop project estimates. · Reviews estimates and provides feedback. · Facilitates client/contractor discussions and actively participates in project meetings, including design review for 35%, 65% and 100% stages. · Supports internal and external communications and functional program activities to meet contract scope, schedule, budget, and key project initiatives. · Works closely with project engineers, VA staff, and contracting officers. · Oversee construction projects and provide recommendations to contracting officers and contractors on meeting scope, budget, and maintaining site conditions. · Abides by federal rules and regulations. · Identifies and addresses client needs specific to federal program and project management, and federal consulting or federal project management. · Ensures on-time completion of project tasks and milestones. · Supports completion of relevant safety checklists, site surveys, and inspections. · Drafts and supports project completion and closeout. · Performs other project management/engineering duties on assigned projects. *Skills and Abilities:* Required · Strong ability and expertise in relevant codes, standards, and best practices. · Skilled in reviewing design drawings throughout the design stages. · Advanced proficiency in being the design interface for the contractor and client. · Understanding of the application, benefits, and limitations of a wide range of solutions to problems. · Understanding of inputs to cost estimates for projects and bids. · Ability to communicate effectively in writing, including formulation and review/approval of official and technical correspondence and reports. · Ability to meet and deal effectively with officials at all levels and in various environments, both structured and unstructured, and clearly communicate information. * Expertise using Microsoft Suite, to include Outlook, Excel, and PowerPoint. * Enjoys working collaboratively with colleagues, contractors, and clients. * Able to communicate complex concepts simply and can identify and communicate next steps clearly. * Actively seeks and executes ways to provide a higher-level of service to the customer. * Is a team player, proactive, and able to promote multi-disciplinary working across civil, structural, mechanical, and electrical disciplines. * Able to gather and review data concerning facility or equipment specifications, restrictions, required completion date, and construction feasibility. * Legal authorization to work for any employer in the U.S. * Ability to obtain and maintain a NACI low-risk public trust clearance. * If non-US citizen, required to have lived in the U.S. or in a U.S. territory no less than three (3) continuous years preceding the start of position. Preferred · Skilled in owning, scheduling, and facilitating various project specific meetings with mid to large audiences. · Project or program experience with Microsoft Project and SharePoint applications. · Skilled in using daily communication messaging applications such as Microsoft Teams. *Education and Experience:* · Minimum of accredited bachelor’s degree in engineering field with demonstrated experience supporting the design and construction management of infrastructure projects with emphasis on civil engineering · Holds a minimum of 10+ years of professional experience in the engineering field. · 10+ years of experience in engineering project management, and/or design of one or more types of infrastructure projects, such as buildings, roads, or utilities. · Experience in the role as project lead for design build (DB) and design bid build (DBB) projects. *Working Conditions:* * Works on site at the West LA VA Campus no less than four days a week. * Ability to be mobile across a campus site including walking approx. 1 mile per day. * Flexibility to report to other healthcare system sites in surrounding area including clinics and campuses.
