The City of Pittsburg seeks an Assistant/Associate Engineer for the Engineering Division in the Public Works Department.The Assistant Engineer performs tasks and duties assigned within the professional engineering series such as design, construction, development, traffic systems and stormwater related matters. Assistant Engineers' duties and activities include reviewing design plans, construction, development, evaluation, roadways, traffic systems, storm drains, sewer, water, landscaping, parks, and other related engineering projects. The Associate Engineer is the journey level class in the professional engineering series. Incumbents have good working knowledge of various aspects of civil engineering including land development, planning, design, construction, and maintenance of a wide variety of civil engineering projects, as well as, building design standards and regulations. Associate Engineers assist Senior Civil Engineers on large and complex construction projects and may serve as a resident engineer on medium to larger sized projects. Provided assignments for Assistant or Associate Engineer will support the Capital Improvement Program or Land Development. Staff assures CIP and development projects meet all City requirements, manage traffic related projects such as signal modifications, striping and sign improvements, process and issue encroachment permits for encroachments within the public property, site grading, parking permits, wide loads permits and maintains all necessary records. EXAMPLE OF DUTIES
  
Assistant/Associate Engineer Duties: Performs routine design duties of a limited nature on a wide variety of public works projects including street improvements, development, traffic systems, lighting, and stormwater facilities; participates in the preparation of plans specifications and bid documents; prepares quantity take-offs and cost estimates. Assists resident engineer/project manager on larger public works construction projects such as streets, overpasses, storm drains, parks and related facilities or may act as resident engineer on small construction projects; assists with the development of the Green Infrastructure Plan. Prepares routine technical and non-technical reports and correspondence; prepares daily progress and final reports when assigned to field duties. Performs computer-aided design and may sit or stand for periods of time depending on assignment; responds to questions and concerns from the general public; provides information as is appropriate and resolves engineering service complaints. Establishes positive working relationships with representatives of community organizations, state and local agencies, City management and staff, and the public. Coordinates Municipal Regional Stormwater National Pollutant Discharge Elimination System (NPDES) Permit activities with other departments and agencies and represents the City in matters related to the NPDES Permit. Performs check, review, and processing of plans and specifications; ensures compliance with City standards; coordinates reviews with other departments and agencies. Performs construction activities such as operating survey instruments to check construction work in progress; ensures that standards and conformity are met with by required contract documents. Ensures public notifications of potential construction impacts; reviews subdivision maps and plans submitted for conformity with City standards. Establishes positive working relationships with representatives of community organizations, state and local agencies, City management and staff, and the public. Associate Engineer Duties (in addition to above): Performs a broad range of design activities in preparing plans, specifications and cost estimates; assists in the development of design procedures; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness. May assist Senior Civil Engineer on large and complex construction projects or act as resident engineer on medium to small size projects; coordinates capital improvement projects with contractors, utility companies, other agencies and the general public; interprets and plots survey data; performs field inspection; administers construction contracts, assists construction inspector to ensure standards and conformance with contract. Interprets codes and regulations in the performance of plan check activities; calculates building valuation; reviews and approves routine subdivision and land development proposals for compliance with engineering standards; coordinates plan review process with other departments and agencies; processes applications for street and path vacations, encroachments and easements operates a computer to perform computer aided design duties. Prepares routine engineering reports, correspondence, agreements and City Council resolutions; ensures agreements meet City standards; assists in preparing legal property descriptions; provides technical information, including code assistance to staff, design professionals, contractors, property owners and the public; reviews and approves minor construction plans and related documents for compliance with state and local building codes and regulations; investigates routine complaints regarding existing conditions of buildings and public works facilities. Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the general public; provides information as is appropriate and resolves engineering service complaints. Implements the City’s National Pollutant Discharge Elimination System permit.
